Teksouth Corporation has a current need for a Lead Defense Travel System (DTS) and Government Travel Card Agency Program Coordinator (AOPC) for the US Southern Command SOUTH in Homestead, FL.

This will be a FT onsite position located in the Doral, FL area and all candidates must have an ACTIVE Secret Clearance.
The Lead DTS will have authority and responsibility to direct, coordinate, and provide advice and assistance to the Special Operations Component, United States Southern Command (SOCSOUTH). Monitors the integrity of travel associated with automated temporary duty travel of over 300 travelers.
Serves as lead administrative point of contact (POC) for all activities under the SOCSOUTH. Defines roles and responsibilities for users. Assigns appropriate permission levels to official personnel and travelers for their respective role in the DTS hierarchy.
Provide guidance and training to Approving Officials, Certifying Officers, and other accountable officials responsible for the proper use of the Defense Travel System.
Oversees the operations of the local DTS TIER II help desk; formalizes help desk policies, processes, and procedures; coordinates with the DTS Finance Defense Travel Administrators (FDTA) to perform a variety of budgetary and administrative functions in implementing the installation's travel program, policies, and procedures. Provides routine, periodic updates to the Director, SOCSOUTH, Resources and Assessments Directorate, outlining office operations, program status, resource availability, any new projected travel requirements, and identifies personnel, equipment, and training needs. Provides technical training to other office personnel; serves as the site Point of Contact (POC) for DTS to resolve day-to-day issues; overseas the entire DTS program and provides guidance to all points of contact on the usage and troubleshoots problems when necessary.
Reviews requests from personnel and initiates requests for advance decisions on per diem, travel allowances, and entitlements. Reviews and evaluates issuances which implement JFTR/JTR provisions, and articles and pamphlets published by the Department of Defense Per Diem Committee and advises superiors of impact of the JFTR/JTR revisions.
Serves as the Government Travel Card (GTC) Agency Program Coordinator (APC) for SOCSOUTH. Responsible for GTC program execution, management, and day-to-day operations. Maintains an up-to-date list of all current cardholders and accounts to include information such as account names, account numbers, addresses, and telephone numbers and processes delinquency notices and other administrative functions as required ensuring the success of the GTC program. Supervises the management of the Government Travel Card Program to ensure applications are processed properly and in a timely manner. Applications are examined to ensure proper completeness such as applicant's proper name, Social Security Number, address, and supervisor's signature. All applications will be accompanied with a Memorandum of Understanding on the proper use of the Government issued travel card. Applies knowledge of regulatory directives and policies to manage and monitor the use of the Government issued travel card; advises superiors on problems such as misuse, credit and cash limitations, delinquencies, and related problems.
Presents briefs on the Defense Travel System, Per Diem, travel and transportation entitlement related topics to elements within or outside the U.S. Southern Command (USSOUTHCOM). Interfaces with Defense Travel Management Office (DTMO. Defense Finance and Accounting Service (DFAS), other Government and non-Government agencies, and appropriate staff members to supply and obtain information concerning automated travel requirements and issues. Maintains liaison with DFAS on issues concerning payment of travel entitlements as prescribed in the Joint Federal Travel Regulations (JFTR) and Joint Travel Regulations (JTR).
Reviews each Directorate, Military Group, and associated offices that use the Defense Travel System. This review will serve as a training and evaluation visit. Covering the actual use of the DTS, review of the Internal Controls, permission levels authorized, and questions by the onsite ODTA/LDTA. Additional and equal actions with reference to the Government Travel Card Program will also be accomplished.
Serve as Debt Management Monitor, tracking official funds by monitoring overpayments made to travelers (DUE US situations) and follow the DoDFMR, JFTR, and JTR necessary steps to recover the overpaid funds. Duties related to debt collections are but not limited to: ensure DUE US is acknowledge, provide travelers instructions for payments and waiver options, track debts in DTS, initiate payroll collection, and run reports.
